


Le Président du Conseil d’Appui à la Réalisation des Contrats de Partenariat (CARPA) communique :
Le CARPA a été invité à désigner des représentants au sein du Comité de Suivi du contrat relatif au système de contrôle de sécurité des aéroports internationaux du Cameroun. Ledit contrat porte sur un montant de 92,036 milliards FCFA hors taxes, avec une rémunération du partenaire privé assise sur une redevance à payer par l’usager tout au long de la durée (extensible) d’exploitation.
Depuis le 15 janvier 2026, le CARPA a indiqué que cette démarche ne respectait pas la procédure légale en la matière. Par la suite, le CARPA a relevé des incohérences de fond découlant, entre autres, de l’asymétrie d’information en ce qui concerne :
Les détails de cet avis ont été portés à la connaissance des administrations compétentes.
En attirant l’attention sur la fragilité de forme et de fond de ce contrat, le CARPA laisse aux acteurs impliqués dans son élaboration et sa mise en œuvre, le soin d’assumer l’entière responsabilité de ses répercussions socio-économiques, financières et comptables à court, moyen et long terme.

The Chairperson of the Support Council for the Realization of Partnership Contracts hereby communicates as follows:
CARPA was invited to appoint representatives within the Monitoring Committee of the contract relating to the security control system at Cameroon international airports. The contract is worth an amount of 92.036 billion CFA Francs (tax excluded), with the private partner compensation based on the user fee throughout the operation (extensible) duration.
Since 15 January 2026, CARPA as indicated that this approach does not comply with the legal applicable procedure. Subsequently, CARPA identified basic inconsistencies deriving, inter alia, from asymmetric information concerning:
The details of this notice have been brought to the attention of the relevant administrations.
While drawing attention to the weaknesses in both the form and substance of this contract, CARPA leaves it up to stakeholders involved in its drafting and implementation, to assume full responsibility for its short, mid and long term socioeconomic, financial and accounting impacts.
